Um there is just one thing, they aren't gonna touch the sea lions, just scare them, tax money is probably being used to repair the damage, so the citizens pay more. The electric mats just sting, and they were too weak to repel the pinnipeds. Also, they are eating ALL the fish, if they eat all the fish, then there won't be any fish to have baby fish. And think of the smell of all the poop! The poop is a health hazard to both the sea lions and the people, not to mention the fish in the water.

It's not fat, it just has fluffy scales.
